Joseph and Linda Cloutier, Owners
Joe started his business career as a trial lawyer in 1972. After becoming established in his practice he ventured out into developing/owning and managing low income housing. He developed his first affordable housing community in 1976. His wife, Linda, then oversaw the day to day operation of the housing community while raising 2 children.
Over the years, Joe continued to develop numerous low income housing communities through HUD, Rural Development, and LIHTC programs. Linda continued to oversee the management of those communities, eventually stepping down as CEO and becoming a Regional Property Manager until her retirement in 2009.
In 2001, Joe retired from practicing law and focused on developing and operating affordable housing communities, his Denny’s Restaurants and Famous Dave’s Barbeque.

William (Bill) Pearse, Jr., Controller
Bill has been with the Cloutier family since 1986 working with their various entities regarding their respective accounting requirements. Having graduated from Thomas College with a Bachelor of Science in Accounting, Bill has performed various accounting services over the years for the Cloutier’s entities and business ventures has they grown. He started as staff accountant and over the years advanced to Controller for various entities including Realty Resources Management, LLC. Bill is involved in the day-to-day operations and financing of these entities. Those day to day activities include oversight of partnership issues and banking controls. Beginning in 2000 Bill worked with Realty Resources Chartered, development arm of Realty Resources, preparing and finalizing development and operating proformas for Low Income Housing Projects. This required extensive negotiations and interaction with Rural Development and Maine State Housing Authority. These deals ranged from $4 to $9 million and required working with multiple funding agencies, private equity firms, and legal counsel for lenders.
Helena Yarosis, Director of Occupancy
Helena joined the company in 1991 as the receptionist. In 1993 she transferred to the occupancy department where she processed applications, produced move in paperwork, assigned RA, and processed unit transfers and move outs for the entire portfolio. Through the years her roles and responsibilities have increased in the occupancy department. Currently, Helena provides oversight to the occupancy department, ensuring consistency across all projects. She responds to audits and oversees compliance. She is responsible for all TRACS and MINC transactions and annual reporting for LIHTC, Bond and HOME programs. Her vast experience with many of the projects in our portfolio makes her a valuable resource to all the management staff. She is experienced and certified in most affordable housing programs, including C3P, TCS, TaCCS, certifications as a tax credit professional, STAR, COS, COSA. Helena is very well respected by the lending institutions and regulatory agencies.
Teresa McGrath, Accounting Manager
Cindy Bachelder, Regional Property Manager
Cindy joined Realty Resources with a background in Site Management for several other management companies. Her portfolio included HUD, Rural Development, and LIHTC projects. She is also a licensed Real Estate Broker. At Realty Resources Management her projects include a mix of Rural Development and LIHTC projects from Newport to Millinocket and she oversees our Bangor office.
Laura Hockett, Regional Property Manager
In 1983 Laura started her property management career in West Texas and then the Dallas area managing conventional housing. In 1990 she moved back to Maine and has been managing HUD, conventional, Rural Development and LIHTC properties ever since. She manages both senior and family housing. She currently works out of the Rockport office and manages properties in the greater mid-coast area.
Sharlene McEachern, Regional Property Manager
Before joining Realty Resources Management, Sharlene was Property Director for the Rockingham Area Community Land Trust in Springfield. She was responsible for the management of six LIHTC projects and seventeen smaller projects for the Land Trust. She has been involved in grant writing and in developing service-enriched housing programs, and is President of the Vermont Housing Managers Association. Currently, she is the Regional Property Manager for our elderly and family complexes in Massachusetts, New Hampshire, New York and Vermont.
Selina Brooks, Regional Property Manager
Selina joined the Realty Resources Management team in May 2016 with a background in conventional multifamily housing management. She is experienced in resident retention, inspections, capital improvements, budget oversight, reporting, and accounts receivable & payable. Selina began her property management career in Eastern North Carolina in 2002. She is a Certified Apartment Manager and a licensed Real Estate Broker. Selina oversees a portfolio of conventional, Rural Development, and LIHTC properties in Southern Maine and Oversees our Portland Office.
Heather Deane, Regional Property Manager
Heather joined Realty Resources Management in January of 2015 as a part time Administrative Assistant. Shortly thereafter, in July 2015, she was promoted to Site Manager for a newly acquired property, which included overseeing the rehabilitation of the property. Heather was quick to learn all aspects of property management, including budgeting, administration, personnel and tenant/resident relations and was promoted to Regional Property Manager in November 2016. Heather is known for her problem-solving skills as well as for providing outstanding service to her residents. Heather earned her Certified Occupancy Specialist certification from the National Center for Housing Management along with numerous other certifications from Grace Hill.
Our Occupancy Specialists and Compliance Specialist are supervised by the Director of Occupancy and they are located at our main office in Rockport, as well as our satellite office in Lisbon. Their responsibilities include handling all tenant inquires and processing tenant applications in conformity with requirements of various State and Federal funding sources. Additionally, they complete timely tenant re-certifications, prepare project worksheet documents, and maintain the waiting lists in accordance with regulatory requirements. They are well versed in Rural Development, HUD, LIHTC and HOME program regulations
